The barrier for users willing to pay for digital content ist usually quite high. Another reason to early combine strategy and concept.
The peak of producing native Apps in the field of Digital Publishing is definitely over. Still it can make a lot of sense to think in responsive Web-Apps.
In the end the technology behind an App is nothing more than HTML. So why worry.
